Can MCC 7.02 support the XT15 terminal, or does this require version 8.02 (are a newer version).

MCC 7.2 does support XT15. Therefore, MCC version 8.02 is not needed unless you'd like the other features MCC 8.02 offers such as web console connection and so forth.

MCC 7.02 was the first release to support CE6 so the XT15 CE6 build should work on it. Though I'll have to check if the skins are available for it.

Yes it appears the XT15 skins can be downloaded to MCC 7.02 though the skin is also available to download on older versions of MCC that don't support CE6

MCC skin is shared by all versions ie even in older builds like 4.02, one can download the skin for XT15 but not supported

since an XT15 can run either Windows® CE 6.0 or Windows® Embedded Handheld 6.5, i strongly suggest to use (upgrade if needed) MCC v8.02
Good point as WEH 6.5 was not yet available when MCC 7.02 was released

Does the issue with the "skins" exist on ver 8.02, Is it officially supported on any version?
Are there any special instructions (or web site) for downloading a compatible "skin"??
The skins for the XT15 WEH 6.5 will work with MCC 8.02.
Skins need to be manually downloaded from MCC
Right Click on a device group
Select configure Devices
Select Remote Control Settings
Click Skins Catalog
Locate and select the skin
Click the window in the area at shows "Click to Download Skin"
Once the skin is downloaded close the catalog
From the Remote Control Settings Box,
Select the Psion as the Manufacturer and the appropriate XT15 as the Model
The preview window will display the selected skin, clicking OK commits it.

The XT15 I am using has CE 6.0 on installed. I do not think this customer will ever use Windows Mobile..
I am hoping that since this is the same OS as the XT10s currently in service, that adding the new XT15 to the existing MCC 7.02 server will be relatively easy.
Still a bit unsure if there is going to be a problems with the acquiring a compatible "skin".
The skin can be downloaded to any version of MCC.
