What does the sold red light mean and what does the blinking red light mean on the charger?

A solid red light means "Battery rejected (at insertion) or unable to complete charge on battery. A flashing red light means "Charging circuit problem".
So it would be a battery charging issue?
That is what it sounds like to me.
